Financial social assistance to persons with disabilities since childhood and children with disabilities from the state
Adults with disabilities since childhood and children with disabilities in Ukraine have the right to receive state social assistance. In this article, we will consider who can receive assistance, what its size is and what is required for registration.
Who is entitled to assistance?
State social assistance is assigned to:
-persons with disabilities since childhood of groups I, II, III;
-children with disabilities under the age of 18;
Amounts of assistance from January 1, 2025:
-Persons with disabilities since childhood of group I — 100% of the subsistence minimum for persons who have lost their ability to work (₴2361.00);
-Persons with disabilities since childhood of group II — 80% of the subsistence minimum (₴1888.80);
--Persons with disabilities since childhood of group III - 60% of the subsistence minimum (₴1416.60);
--Children with disabilities under the age of 18 - 70% of the subsistence minimum (₴1652.70);
Care allowance:
In addition to the basic allowance, a care allowance is provided for:
-persons with disabilities since childhood of group I;
-single persons with disabilities of groups II and III who require external care (according to the conclusion of the medical advisory commission);
-children with disabilities;
Features of receiving the allowance:
The allowance is provided to one of the parents, adoptive parents, guardians or trustees who actually care for a child with a disability and do not work, do not study, do not serve in the military or are on parental leave.
The amount of the care allowance:
-For persons with disabilities of group I (subgroup A) - 200% of the subsistence minimum for persons who have lost their ability to work;
-For persons with disabilities of group I (subgroup B) - 100% of the subsistence minimum;
-For single persons with disabilities of group II or III who need care - 75% of the subsistence minimum;
-For children with disabilities under 6 years of age (subgroup A) - 200% of the subsistence minimum for children of this age;
-For other children with disabilities under 6 years of age - 50% of the subsistence minimum;
-For children with disabilities aged 6 to 18 years of age (subgroup A) - 200% of the subsistence minimum for children of this age;
-For other children with disabilities aged 6 to 18 years of age - 50% of the subsistence minimum;
Required documents for applying for assistance:
To apply for state social assistance, the following documents must be provided:
-Application
-Copy of the birth certificate of a child with a disability
-Certificate from the place of study (with information about being or not being on state support).
If a guardian or custodian applies, the following are additionally required:
-a copy of the decision to establish guardianship or trusteeship;
-a copy of the court decision to recognize the person as incapacitated;
-documents confirming the authority of the institution's representative;
Special conditions for single persons with disabilities:
Single persons with disabilities of groups II and III must additionally provide a statement stating that they have no able-bodied relatives who are legally obliged to support them.
State social assistance for persons with disabilities and children with disabilities is an important step in supporting these categories of the population. Applying for assistance requires the preparation of an appropriate package of documents, but providing financial support significantly facilitates the lives of families caring for such persons.
