Changes to Order 39 in the Kyiv Regional Target Program “Care” for Children with Disabilities from Kyiv Region in 2025

The state is actively working to make rehabilitation services accessible to every child with disabilities. One of the important initiatives is the Kyiv Regional Target Program “Care”, which is aimed at providing rehabilitation at the expense of the local budget. In this article, we will tell you what changes are expected in the program from 2025, who can take advantage of the new opportunities and how to register for participation.

What is the “Care” program?
“Care” is a state program that provides rehabilitation of children with disabilities at the expense of the local budget. It is available to children who have a place of residence in the Kyiv region (not the city of Kyiv).

From 2025, important changes will be introduced in the program:
-Previously, the program financially supported all children who had a disability certificate;
-From 2025, rehabilitation financing will be available only for children with III degree of disability;
-For children with I and II degree of disability, participation is possible only if they have subgroup “A”;

How to participate in the program?
1.Contact the local social protection agency or the ASN;

2.Prepare the necessary package of documents:
-Passport
-Identification code
-Child's birth certificate
-Disability certificate
-Extract of form 027( from the outpatient medical record;
-Individual rehabilitation program (IRP)

3.Choose a rehabilitation center from the proposed list:
